Quiapo Church Community Mapping has already started since September 2012 in partnership with Environmental Science for Social Change (ESSC). Mapping workshops and activities were conducted with the help and assistance of BEC leaders. And now, the ministry is continuing the project independently. The updating and validation of data collected from the first community mapping activity are being done.

The first quarter of 2014 marks the start of the Community Mapping for the Ministry of Disaster Preparedness and Response Ministry. It is an on-going project of the parish to assess the vulnerable areas and sectors of the communities within the 14 blocks of Quiapo Church.

The goals of the Community Mapping are as follows:

  1. To gather data from the areas under the territory of the parish. These include structural and demographic information.
  2. To place data in map coordinates using GIS.
  3. To utilize hazard maps and identify population exposed and vulnerable to disasters
  4. To propose programs and action plans to aid communities to become more resilient and prepared for disasters and calamities.

Using Geographic Information System (GIS) as a tool for Disaster Risk Reduction, we could create maps to identify the different aspects of disaster risk assessment. First is the creation of base maps so that we could see reality in spatial forms. From these base maps, depending on the hazards, a historical mapping of past hazards could be made like earthquakes or flooding as seen through satellite imagery. Projections could also be made depending on the intensity or extent of the hazard. Then, vulnerability maps could be made to identify communities at risk side by side with ground data inserted into spatial presentations.

Quiapo Church tapped Muslim youth for the survey and mapping in the Muslim areas. They were also assisted by youth employed as summer job workers. The Quiapo Church DPRM staff supervised the whole project implementation.

The following are the processes and procedures in Community Mapping being done by Quiapo Church DPRM:

  1. Orientation and Workshop
  2. Compose map of structures and buildings
    1. Field Survey - Gather data from individual locations. The whole area has been divided into 42 sections. Each group will be assigned to update map drawing and get information about each unit in a map. Each section on the map is labelled accordingly, e.g. A5 or E8.
    2. Encoding - Date will be encoded on uniform tables in Excel and the filename for each database will be the map label for that section.
    3. Mapping - Staff will create the vector shapefiles for each section using both the drawn map and the Excel database . Buildings will be polygons ; individual business locations can be points if within certain buildings.
    4. Consolidation - Coordinator will retrieve all shapefiles and form GIS for the whole area.
  3. Compose map of demographic information.
    1. Identify - Using the structural map and hazards maps , identify vulnerable communities. These communities will be prioritized in the household survey.
    2. Household Survey - Data will be gathered from each household identifying demographic information for each individual. These forms will be correlated to specific points in the working map.
    3. Encoding - Demographic information will be added to shapefiles tables.
    4. Summarizing - A summary of the information in the database will be prepared for purpose of evaluating the locations and proposing plans for action.
  4. Evaluation of exposed and and vulnerable communities.
  5. Plan of Action to reduce disaster risk and prepare communities for calamities.

Timetable and Updates:

  • May 13, 2014 - Orientation and Workshop
  • 2nd week to 3rd week of May 2014 - Muslim community survey and mapping
  • 4th week of May to 1st week of June - encoding, survey and mapping for updating and validation
  • 1st week to 2nd week of June - encoding of finished areas
